On the first day of registering for the Self-Declaration Certificate, 5,894 entries have been recorded. These registrations, made by various brands and advertising agencies, reflect significant industry engagement with the new mandate demonstrating a proactive approach to regulatory compliance.
Brands like Sony LIV, Dermicool, Hyundai, Navratna Cool Talc, CoinSwitch, TOEFL iBT Test, Country Delight and Patanjali are among the early registrants on the portal. However, many of these entries are test or dummy submissions.
As the submission process progresses, it is evident that brands and agencies are actively working to ensure timely compliance with the self-declaration mandate. Despite the promising initial turnout, many brands are still in the process of registering their advertisements and obtaining certificates. Some confusion about the submission process may be contributing to the ongoing registration efforts.
Regarding the types of ads submitted, television advertisements are fewer compared to print ads, with no entries for out-of-home (OOH) advertisements. Most submissions so far are for internet static and video ads.
The self-declaration certificate is mandatory for all new advertisements issued, telecast, aired or published on or after June 18, 2024. For TV and radio ads, the certificate must be submitted on the Broadcast Seva Portal of the Ministry of Information and Broadcasting (MIB). For print and digital media ads, the certificates need to be submitted to the Press Council of India (PCI) portal. This portal is established to facilitate the submission of self-declaration certificates by advertisers and advertising agencies.
Advertisers must provide the following details - the product or service being advertised, the advertisement title, a brief description (100-200 words) highlighting specific features or claims, the full script in PDF format, the URL for audio/video ads (TV/radio/internet) or a PDF for print/static internet ads, and the proposed first broadcast/publishing date.
Before submitting the self-declaration certificate, advertisers must provide a letter of authorisation identifying the representative authorised to submit the certificate, the full script of the advertisement including all dialogue, voiceovers, text and content, the actual audio/video file via a URL accurately representing the ad content and a copy of the Central Board of Film Certification (CBFC) certificate if available.
